Tnufa has over 30 years of professional experience in all areas of coping with emergency situations and has been involved in most of the crisis and emergency events in the State of Israel.
The founders and owners of Tnufa Consultants are senior officers (Colonel and Lieutenant Colonel) in the Home Front Command, and in this capacity, they commanded the professional staff of the Home Front Command in the field of resilience and how to prepare people for coping with the threats faced by the state.
As leading experts, Tnufa Consultants and their advisors have been partners in designing the professional response to emergency coping of government ministries, local authorities, and various business and public organizations. As a result, Tnufa was chosen by the Home Front Command to lead the professional training, coaching, and practice of all local authorities in Israel (over 100 local authorities).
The CEO of Tnufa Consultants was a member of a select team that developed models for community frameworks coping with crisis and emergency situations – CET (for communities), UET (for urban municipalities), and EET (for educational institutions), which the Ministry of Welfare and the Ministry of Education defined as leading models in training community frameworks in Israel.

- Training and guidance for 10+ local municipalities in Northern Israel following the Second Lebanon War.
- Training and guidance 120+ teams of community frameworks – communities (CET) and urban (UET).
- Training and guidance for 20+ local urban municipalities during emergency events and the Second Intifada.
- Training and guidance for 100+ educational emergency teams (EET) in institutions.
- Emergency interventions – training and guidance for 30+ emergency teams during emergency events, including emotional processing activities following the situation.
- Training and guidance for 10+ community emergency teams (CET) during terrorist infiltrations into settlements, including accompanying team representatives to hospitals, emotional processing, and guidance while returning to routine and rehabilitation.
- Training and guidance for 5 community emergency teams (CET) in dealing with fires.
- Training and guidance for 20+ local authorities and communities in the process of evacuating residents.

Our Models:
Community Emergency Teams (CET): a team based on volunteers and key community figures, which is supposed to constitute community leadership in times of emergency – to manage the emergency occurrence, especially in the psycho-social aspect of the event: conveying information to community members, assisting and accompanying affected families, logistical assistance – transportation, organizing the supply of needs, organizing activities for children and youth, etc. Proper and balanced management of the situation allows for containing and maintaining the broad circles of populations. Sometimes, tasks with a purely technical nature have important psychological significance at such times, due to the sense of security and control they provide, feelings that are critical to bridging the continuity interrupted by an emergency event. These feelings are the key to reducing post-traumatic damage. To cope with these needs, the team is composed of key community figures in the fields of education, social work, logistics, and public relations. Each key community figure receives specific training for their role, and the entire team receives team training. This team has many advantages, by being based on community members having direct familiarity with its members, and its ability to support affected families and the entire community over time. This model, with the appropriate adaptation, can also be suitable for student communities on university campuses across the USA.
Educational Emergency Teams (EET): equips educational institutions with the skills and strategies to assist in managing the school during an emergency affecting the school. At the head of this team stands the head of the educational institution, with the team that also includes the counselor, nurse, psychologist, maintenance director, secretary, and teachers (depending on the size of the school). The team’s main activity is aimed at improving the coping of the school as a system and its students as individuals with a disaster event (during and over time) and its consequences, all while maintaining continuous contact with the community, from a community perspective and understanding that these are two complementary systems, whose joint work will lead to the desired result – a return to normal functioning with a high sense of capability.
